Research Universities are a comprises the Public University, which has been recognized by the Cabinet of Malaysia on 11 October 2006 to become a leading university of research and higher education. Among the objectives of its establishment is to enhance research, development and commercialization activities, increase the number of postgraduate candidates and Post-Doctoral Research Fellows, and staff with a Doctor of Philosophy degree. Additionally, the University of Research has to take measures to increase the number of international students and increase the ranking of international institutions of higher education in Malaysia. The Centre’s of Excellence shall be established and empowered for the purpose of the establishment of a University of Research. The University's Research Vision is to take on the initiative as well as the active role in producing research ideas, identification of innovative methods and participation in intellectual development in the pursuit of cutting edge knowledge in a variety of disciplinary disciplines consistently and continuously.
The Research University's mission is to become the nation's pulse and motivator, providing opportunities for students and academics to exchange ideas and conduct research in a conducive atmosphere that ultimately drives exploration of knowledge and as a catalyst for economic and wealth creation, which in turn is able to improve the quality and purpose of universal human life.
To enable the University of Research to achieve a set mission and objective, the University's network should be able to move as a legitimate institution. The appropriate strategy agreed upon by the MRUN at a meeting dated 7 January 2016 at the University of Malaya was the establishment of a special secretariat namely the MRUN Secretariat. MRUN Secretariat is the centre of coordination of five (5) Research Universities in Malaysia. The Secretariat will work towards the recognition of the MRUN as a legal entity in terms of legislation. Formation of the Secretariat is the MRUN recognition process as a legal entity in terms of legislation which in turn can achieve all strategies set in the MRUN direction. The establishment of the Secretariat can contribute to strengthening the global network through smart-partnership as well as implementing the full autonomy provided to the University of Research in decision-making.
